The governor was tearing roads, culverts, bridges and gutters through interior communities who are agrarian by nature, is there anybody who wanted to farm and bring his produce out to the township that cannot do so, and yet people will find reasons to complain.

Even when I got to Obollo afor, I saw people trading at the palm kernel market and peacefully making good money, while road construction works were going on right in front of me.

Just b4, there is a reason I will want us to switch a little from road, road road, even the ones by Feds attracted by Sen Ayogu as Senate Committe Chair on Works. But fine, its is all part of the beautiful Enugu.

Guys. it is in no doubt that we wait, receive and spend handouts because no a robust economy. We are very exposed now, due to falling oil prices. Now take an analogy of a fine boy no pimple who works not and only spends money sent to him by his younger brother in distant overseas. After receiving this money (hand out), he buys best cloths, perfumes and shows off on the streets expecting praises but I am surer that he will receive scorn instead.

Lets begin to talk about us and the future. Lets begin to equip ourselves for the future. Lets prepare to engage leadership.

Since pre-historic days till today, more successful societies have always known for their productivity. What do you produce?
Per capita income, gross domestic product (GDP), gross national income (GNI), are all measures of productivity of a society or nation. Productivity has a positive correlation with development (and of course prestige in the comity of nations)
Enugu, what do you produce? A coal city state without coal, what do you produce? Buyers and consumers of water (Eva, nestle purelife, Swan) even water melon (egwusi), lettuce and cabbage from ugwu awusa dumped on you, creating jobs for them. Ndi ugwu ekpolu efi roaming everywhere for our domot and destroying our crops in farms. They know all our backyard and caves more than you and I. You think they will go buy force? Have a ranch in every LGA and they will lose market and go. Artesian water in Oji in a belt to Mgbagbu Owa requires no pumping, jus flowing out on its own forever, with high pressure. Best water in the world at 9th mile. Can we crash price of bottled drinking water all around, ship to Lagos, Ibadan, Port Harcourt, Aba and Abuja, even if at no profit, our people are working. Water bottling is low tech, isn’t it, haba.

If I continue to show pictures of rural development through Ninth mile, Nsude, Obioma, Udi Abia, Udi, Amokwe, Nachi, Oji River, Ugwuoba, Umuabi, Umuaga, Agbudu, Eke, Affa, Akpakume Nze, Oghe, Olo and numerous other town in Enugu state, we will not sleep tonight.

A-agriculture and agro-products: Nobody can stop us:
I will start with oil palm. Okpara excelled in it, what has changed? Nothing (Malaysia happening today). Every community government (CG) with free communal land for palm will be helped with credit (seedlings, machines initial recurrent costs) to set up palm plantations.
Give three years gestation and Enugu Marketing Company will buy up all the CGs have to offer to market or export (and get back credit given to CGs). 3 large regional Oil Mills, one per senatorial district and 1 vegetable oil refinery (at least). Jim did Nachi. CGs use proceeds to run their govt and support more ventures. This model applies equally to other cash crops like cashew (Oghe, Ezimo, Ogbede, umulumgbe, etc.) or forestry of fast-growth trees for making of particle boards. Biko nu. These are now low tech items and the machines are in China begging to be taken. A lot can also be fabricated locally.

Ask me later what we can do with fresh vegetables and spices export (daily) via the AIA. Bros, we are blessed grin grin grin


B.-other industries: construction materials –laterite +furnace=burnt brick, limestone (Amaechi Idodo)+gypsum=cement, clay (Awha)+sand+bonding furnace=ceramic tiles, plates.

C. Coal and power =worry no more, but we must take our destiny in our hands. Same with gas (ugwuoba). Float/promote Enugu Exploration Company (EEC) (for coal and for gas), put N1billion (we burn more than that on trivia like buying PDP electoral panel for congress).

What does it take for ENSG to secure prospecting license? Cup of tea in Aso Rock, finish.
A note on privatisation: I agree government has no business running business. But governments all over the world promote businesses. So ENSG will run neither EEC, EPC nor ECI. Technical management service arrangement put in place with technical partners until ENSG is bought out via privatisation.
How do we privatise (exit strategy).
At inception, register company as an SPV (special purpose vehicle) keeping 51% holding in bundle for sale later, 10% as govt direct stake held via MOFI and 39% warehouse and later to be sold to the public (ndi Enugu) openly. As concessions are secured, value of company grows and initial investment to start operation become easier to raise. Then divest 51%. (This move is enough to recover all funds spent on promotion, front-end engineering design and pre-operation). Through it into another green field venture. Like that, like that and like that.
Where will the seed finance come from:
Yea yea. First, what attracts investors is return-risk relationship. They key is viability. Once a venture is viable and will yield good returns, investment is guaranteed. Almost all new ventures world over are by leverage(project-specific funds), so far the venture can pay itself.
1. Let’s say Enugu industrialisation 7-year bond shelf offer of say N20billion –cash (shout not. If we can take N18billion from Commercial Bank to fight political war, in fact it should be triple that sum).
2. Equipment credit (EXIM) by OEMs of 30-40%
3. Direct allocation of N12billion (sourced over 3years at N300m monthly invested in sinking fund)
4. Direct investment of general public (as specified above -39%)

Total =N120bn pool for industrailisation of Enugu State over 120,000jobs

Give and take, 7years and all debt stock will be liquidated and we have a new economy, a new IGR base of N18bn per annum from PAYE alone. It is hard work, but it is doable.

Talk is cheap, very very cheap. Why not start this in a micro scheme and gradually expand till you can sell to the whole Enugu state and even Nigeria? Are you not exposing your nice ideas for others to steal?

The government provided roads so you can transport your produce to better markets, and you are forcing the government to go and farm for you while you rest?

Sir, I have guided you about blanket statements. I am passionate about catfish farming. I have a fish farm. I was part of the last YouWin and to the Glory of God, My wife and I are expecting payment into Access Bank Account. I don't know what is causing the delay. I am praying hard.

I am talking of profits Sir. Farming is one thing but profitable farming is another. Just like I have been trying to make you understand, the government running headlong into agriculture is good, but how profitable in the long run? It will be better for the masses to take their destinies into their hands and start aggressive farming for export instead of expecting the government to farm for them. I believe there is very huge money to be made from agriculture but people keep calling government to come and wipe their buttocks every time. Private sector is the way to go.

If you are passionate about fish farming, how come you want to draw the government into it? I am also passionate about properties and I am wishing the government remove their hand and not compete with me so I can rule this country with beautiful homes in every region. That is the power of the private sector. I am not waiting for the government to feed me.

Over seven years since commissioning, it is still sparsely occupied, a dangerous place for the few inhabitants -reptiles, robbers. You are doing a good job ok. Don't get me wrong, but a good sense of measure is required

You ought to know that UNN is the first University in Nigeria and it was built by proceeds of Agriculture. Forget that rubbish about government leaving it for the people and buying and riding range rover sports with their women folk. We need to have enterprise estates, industries, agricultural assets like irrigation. Check out Thailand. Why are they world no.1 in rice?

I canot re-establish the marketing board, I can't recapitalise Enugu Marketing company.

“In early 1960, the Ministry of Agriculture of the Eastern Region instructed the Eastern Regional Marketing Board to transfer the sum of GBP£2,500,000 to the Provisional Council (of the University) to enable it fulfill its numerous financial commitments to the University. This sum had accumulated after an earlier directive by the Ministry of Agriculture to the Board to set aside GBP£500,000 annually from 1955 for the take-off of the University”

Convert that money and multiply it by 6 and tell me what that is in today's monetary value.

In the defunct eastern region people were largely not educated as today, and so lacked modern farming techniques. Today we are all educated and has become big men, so everyone still wants the government to feed and clothe us.

There is nothing I have put here that is not practical. I have not put forward Newton's law fro us to debate. You are making me change my mind about so many things.

How can this thread be about Enugu the pride of the East and we have no ideas to share, even if copied from text book? When did we start fighing against text books. You were kind enough to go snap my alma mata, but you hate to read, to exchange ideas, just photo photo. anyi aga ata photo

Now forget entirely what I posted about anything and share with me what we should do to make jobs available. To get our rural communities to begin to thrive. Or in fact anything for growing us -you and I. I am happy to read from you.

To me the present system of government, may not be the best but it's certainly not the worst. So, Mej67, I am taking you to be the governor of Enugu state, how will you develop the rural part of Enugu, slightly detailed. Stop your theory on collapsing the present system of government or adding a new one, because you and I know quite well that such theory is far fetched. Make use of what is available to you, and like spyder opined...minimize cost. Adding a new tier of government translates to increased cost of governance and recurrent expenditure.

Centje, I am ready to provide flesh on the thoughts on rural, but please don't take me to be governor. It will delve us to the hypothetical fringe. I am just me and together with you, we can face the next Commissioner for Rural Development ans say, why not try this. And it will really be nice and to proper credit to say, the inspiration came from a discussion thread on Nairaland.

So if it is ok, I do a little more, but feel free to say shaaaraaaaap Mej!!! I don't know why I annoy people here, even when I put on my best behaviour.
