Your anology is lopsided. The event had already commenced Befo the bomb occurred in Kano. And apc is not the government party. They can't be as liable as pdp until we vote them in.
Let say if You, were in lagos already having your wedding and you're told some people in your home town have just been killed. .. OK, so you'll call off your wedding? Or you're a flight to the US and you heard such news... will you take the next flight back home immediately you land?

In the real sense no Governor is the Chief Security Officer of his State, that Power lies with the State's Commissioner (Police). The Commissioner Reports to the AIG, the AIG to DIG(Ops) and the DIG(Ops) to IGP, the IGP to the President. The President is the final authority.
