1. Use while loop to loop through the database table
2. Retrieve your SMS API as you loop through.

Yu dont need to loop tru a db result, all yu need to do delimit the recipients by the delimiter specified by your gateway API.
If you are voluminous sender consider SMPP.

You do not need to loop at all.
Some sms api accepts bulk phone numbers separated by comma and you can send multipaged sms as a single one.

Then with php do implode($string, $phoneNumbersArray); where the $string can be a comma.

Thats all. No looping.
