Since he had all intelligence at his disposal points directly at external forces

He has the SSS, DMI and all other security apparatus to himself and do advice him

Didn't you read about GEJ complaining that he get contradictory advice from his aides?. The institutions you mentioned do their part, its left foe GEJ to do the rest which he promptly wouldn't do, rather he'll give flimsy excuses.
