Everything being equal, you should be eyeing Ogun, Osun, Oyo, Ondo and Plateau state. I did more findings and my assumption is true, like a friend named Ramat was posted to River state, while Olabisi was posted to Ondo, another Opeyemi was posted to Ogun.

Note: all of them were in stream I and were unable to influence their posting.
