Transparency international started publishing its corruption perception index in 1995. Nigeria was bottom or close to bottom in the first five years of OBJ's administration. However, subsequent to the establishment of EFCC in 2004, the CPI started improving in 2008 with the greatest improvement in 2008, just after OBJ left office where Nigeria ranked 121 in the CPI. It has been a downward trend since then and it peaked in 2013 with a ranking of 144 out of 177 countries under Jonathan. Yes corruption was bad under OBJ. However, improvements were seen. These improvements have been rolled back during the past 5 years. There was an improvement in 2014. However, the question is is this as a result of Jonathan fighting corruption or more countries became corrupt? As we can recall, 2014 was when the CBN governor was suspended for speaking against $20billion stolen at the NNPC and the perception everywhere was he was vctimized for speaking up!

developing countries. A string of papers have shown how basic economic concepts can be
applied to corruption. Corrupt officials respond to incentives and the threat of punishment, even
in corrupt environments. Strategic interactions between corrupt officials affect the level of
corruption – bidding down bribes if they compete against one another, and increasing bribes if
multiple bribes are required and officials can’t coordinate with one another. Recent work has
also shown that corrupt officials are resilient: over time, they adapt to changes in their
environments, in some cases offsetting anti-corruption policies with new avenues for seeking out
rents.

we used to no. 1 or 2 most corrupt country in the world, now we are no. 39. So how did GEJ reverse anti-corruption gain?

That is why I listed all the years from 1999 to 2014. You can see it from the data I presented sourced from TI. The inference I made was based on this data! And if you choose to be objective, comparing from 1999 to 2014, you will draw the same conclusion. You can look at the data sourced from TI again above.

Which data did u source from TI? I opened the link u provided, there's no such data there. U wrote them urself.

This is very big falsehood
E-Wallet was never conceived as an anti corruption system. Jonathan would never introduce an anti corruption measure.
If it had been seen as anti corruption enabling from the start the VERY CORRUPT JONATHAN government would not have implemented it. They would have forced the fertilizer mafia into the PDP. E wallet was just a system to make farmers receive all inputs including fertilizers, seedlings and pesticides in an efficient and effective manner.
