I believe this has nothing to do with wanting 'change' or not as many have been led to believe. The Northerners, dating back in time, adhere to the instructions of their perceived leader. For this reason, the colonial masters found it easy to pitch their tents there, in contrast to the South (some areas particularly). They are simply doing as instructed, evident in all their dealings. They prefer to allow others do their thinking for them than to make their own decisions.

^^^Even as i question the authenticity of some of those numbers (Just what economic activities and economic centers are there in Jigawa, Kebi and Katsina to justify such huge numbers of voters.....some are even more than Anambra, Imo or Delta! huh

), i believe the North East and North West are more desperate for their choice to win than their southern counterparts; coupled with the fact that -as you stated- it's easier to mobilize the electorate up north.....just appeal to their ethnic and religious sentiments and 'Bobs your uncle'! Some of them may even believe that 'assisting' the 'infidel Otuoke fisherman' back to his village is a religious duty that all true muslims must fulfill!

PVCs are the ammunition to bring the much needed sanity to the system and Northern Nigerians have keyed into that!.

Spare us the farce of northerners being politically inclined. The PVC collection rate in the north east is a big fraud, I guess INEC went to deliver their PVCs to them in Chad, Niger and Cameroun?

Part of what Jega and his cohorts did was to give the PVCs in bulk to community and village heads.

Even the thousands in Sambisa (both fighters and kidnapped) were able to get their PVCs.

Don't be deceived by the percentage, it is a representation of those who have collected. What you should be concerned with is the total registered voters.

Another issue is availability of these PVCS in the South. Hopeful,people find time out to collect it

The answer to this question is simple. The northerners are more politically inclined than the southerners. Most of us from the south are always lacadaisical when it comes to politics. Am Igbo guy will prefer going to his shop even on xmas day instead of going his/her pvc. A Niger Delta guy will prefer running errant for a politician for a peanut or even doing his bunkering business in d creek. A yoruba guy will will always prefer his Agbero work rather going for his pvc etc. Unlike in d North where people get interested in political things.

Well this question was cleared by Prof Jega yesterday during his Q&A sessions with the senators yesterday.

He said that the distribution of PVCs started by July 2014 and was done in phases. Each phase consists of 12 states with each geopolitical zones contributing 2 states. He said this was done to ensure balanced geopolitical spread so that one region is not favoured above the other. He gave example of Adamawa that only 2 local governments are under the emergency rule and Yobe about 4 local governments are under the same rule.

So he said most of the states in the north east fell under the 1st or 2nd phase which accounted for the high collection rate. He said Lagos and some other 11 states were in the last phase 3 and that accounted for the poor showing.

Like some of the commentators above have pointed out, an average northerner takes politics very seriously. If you are in doubt, take a look at any Maisuya around you, even all those mallams that dig well, you find them listening to BBC Hausa service almost all the time in the MHz/AM frequency. How many of us still know that our AM stations are still operating?

Therefore, we know there is always a credibility problem in Nigeria if it's not done by our tribeman. But like I always say, we should learn to give ourselves the benefit of doubt. Look critically at the map of Nigeria against other countries from the map of Africa, you'll see that there is a particular reason we are "bunched" together by the Supreme Being.

An INEC official somewhat confirmed this on AIT few days ago.
When asked about it he said, though such things might be happening but they weren't actually approved by INEC, it wasn't an official policy of INEC. He didn't deny it was happening, he simply shifted the blame to ''disobedient'' staff.
Our problem in the South is over sabi and over adherence to rules. The INEC official in the south who will refuse to give a woman whose husband travelled out for work her husband's PVC, is a southerner. On the other hand, the northern INEC staff doesn't mind dumping the remaining PVCs with the emir for the people to collect when they want.
