if ur solar panel supply normal voltage to ur electrical socket and appliance, then yes, it can charge ur power bank using a phone charger with output of 1.0A or 2.0A.

in ear of epileptic power supply, why shouldnt you get the best power bank in town. go for grade A power bank and smile when power is not coming forth.
