Countries do not conventionally use mercenaries on their soil, that is sacrificing the nations sovereignty and signaling the nations Armed forces are inadequate.

This is not a security detail providing protection to VIP customers but foreign individuals who are not part of another nation's armed forces ,operating outside the guidance of the Geneva convention .
