Facebook will only shutdown a page when you break one of their rules so it doesn't matter who reported him. If he didn't break a rule he would not have been shut down. Even if 1000 people report you, as long as you didn't break any rule Facebook will never shut you down , so obviously your friend didn't keep to the rules .
