In Nigeria its a common thing to greet someone you are just seeing for the first time at a particular time of the night.

We greet good morning in the mornings.
We greet good afternoon in the afternoons.
We greet good evening in the evenings.

Why then do we say good evening when greeting someone in the night and say good night only at departure time?

Its. D english language. Cos in english language, greeting someone goodnight. Means sending them to sleep. So pple wud rather say good evening even at night.
Contary to that is d yoruba language, where there's a greeting for nigh tinme (ekaale_good night) which is different from d greeting u offer to someone going to bed (odaaro_ untilmorning time)
