Let me see whether i can post the speech here sef, it was sent to my mail My Stewardship- Eight Years Of Delivering Excellence. Public Policy Lecture, Institute Of Directors Nigeria, Wednesday, May 6, 2015. THE SPEECH. Grateful for the platform to speak on this occasion. He pays tribute to the writer of the book, Sam Omatseye , the IOD and Chief Eniola Fadayomi. When I agreed to deliver this lecture, I was not sure of the topic, because in the next 24 hrs I am oblige to render account of my stewardship. In that sense it is possible to argue that today's event would be an over reach. It is possible to argue that in the last 28 occasions I have rendered my stewardship. Instead of pursuing my argument, I consider governance as a public trust and continuing necessity of account. I will speak to the extent of promotion of accountability and the way we have carried on. I have benefited from a team of public officers. If I claim personal credit my Commissioners here will not agree. Whatever decision that fell short of the standard remains my decision. I hereby issue one or two caveat. Excellence is not static. It would always be appropriate to define Excellence from time to time. In the race for excellence there is no time limit. To begin to speak of 8 years of excellence is self glorification. There were many challenges from assembling a team and even the problem of understanding ourselves and overcoming prejudices. We also had the problem of understanding the civil servants. We also needed resources, which would be the main focus of this Lecture. I learnt that several books would be written. We had 21 million people. It was clear that we had to deliver our electoral promises. We went on a tour of local governments in the state to verify their problems and to identify priorities. This formed the basis of the 2008 Budget. Money was raised by bonds and we have the trust of the economic communities. All the bonds were fully subscribed to. The nature of debt is that it must be paid back. We needed to generate resources in order to pay back our debt. We have cause to believe that we have close to another 4 million non taxpayers who are benefiting from the common pool. I appeal to these people to to in those people who regularly pay tax. Some of the founding precepts of democracy is rooted in payment of tax. We have explained what we have done with the money. We have raised the IGR from 600, million to over 20-billion a month. This has made the state tax worthy and credible. The government was buying assets that would outlive the tenure of this administration. Can we rebuild the 3rd Mainland bridge now at the same cost it was constructed. We receive 10 billion per month from the federal government. Do we apply the Infrastructure Of the Stomach? The Lagos State team are like miracle workers. Some have argued that we are borrowing, but we need to challenge ourselves. Every time we raise expectations to reach everybody, we must plan for the future. We don't even see some of the people. We have always budgeted more than our earnings and because we are also credit worthy. America owes the world 16 trillion dollars and this is growing. They have bought power, might, and technology with this money. We don't want the debt but we go and invest in America and send our children there. We have a very healthy financial reputation and we must keep it. We have paid the bond taken by my predecessor in office. We have also paid off the first tranche of bonds that we took. We have moved from a state that could only budget only 20 billion to a quarter of a trillion. Lagos revenue has also not been insulated from the global recession. Our pension scheme is the most robust in the country. We have built institutions like LAWMA, LASPAC, LASTMA, LASTRA, LAMATA, being examples of agencies established to get the Ministries to focus more on formulation of policies while the agencies implement the policies. I therefore say that the agencies have been stronger and actualized the delivery of good services. We have built new roads and refurbished old roads and ensuring proper maintenance of the roads. The Ministry of Transportation has also been very active. The Ministry of Energy has also delivered. The effect is that service delivery is being extracted from the bureaucracy. We have capable hands in charge. I cannot tell the full story. Our institutions are stronger and the workforce is well motivated. We have elected a new government on the platform of continuity.
