1: identify and define corruption:

Corruption is a dishonest act that aims to favor one party against the other or to get or derive a personal advantage from the system using a position of authority.

Therefore, a set of bills must be made laws stating in clear and definite languages behaviors, characters, acts and actions or in-actions that constitute corrupt practices.

[size=14pt] one may forgive Jonathan for saying "stealing is not corruption" because in Nigeria the term corruption is ambiguous.[/size]

Stealing of government, group, organization, community or society funds, siphoning or diverting of government, corporate entities, communities, social groups etc funds. Taking and receiving bribes as individuals or group on behalf of the entities or for selfish reasons, receiving gifts, planning to do these and many more

Cronyism or favoring family and friends or associates should also be classified as corruption.

Unfair practices; where for example contracts, quotas, admissions etc are awarded with unfair or manipulative means where some individuals are accorded special privilege or advantages.

Inflation or false reports on public projects whether for seeking contracts or giving contracts etc or things in that nature.

Carrying out public services with disregard for the lawful procedure with intentions to benefit a certain group or individuals.

Partiality in carrying out public duties etc.

Finally among other practices I could not remember to mention or have omitted, the intentions or thoughts to carry out such plans or acts within the borders of Nigeria or outside it in-as-much it concerns the Nigerian society directly or indirectly, it must be classified as corruption and must be dealt decisively against it.

I want him to create a Task force, that wil be in charge of arresting any youth wandering about during school and work hours, then he can set a big farms tru out the country, so any youth caught wandering around with no job or nothing should be retired to farming, so maybe this will reduce unemployement and crimes.

I quite agree with you that the most systematic and scientific leader Nigeria has ever had remains Jonathan but his short coming was his lack of focus and seriousness and outright under rating of the seriousness of the corruption menace which is what Buhari is hopefully bringing to the table.

Jonathan major PERSONAL problems were his communication skills and limited appreciation of the strength of his political associates who subsequently turned against him. Then there was the geo-political dynamics of Nigeria.

As for corruption, the GREATER transparency and systemic reforms led to IMPROVEMENT as acknowledged by reputable organisations like Transparency International that gave us a better ranking of 38th unlike the last position we were under Obasanjo who is now APC's navigator and Buhari's adviser.

That says a lot about we Nigerians as 200 million mumus, don't you think







It is remarkable that Obasanjo was a Board member of the same Transparency International

Honestly I share in your views that we are country of millions of mumu.
And I personally find that the most and biggest drew back to development and change in this country is the people themselves who wants the change, quite ironic. The youth especially are a bunch of follow-follow, with selfish motivations.

The most we can do is hope for the best.

NIGERIA: Why Obasanjo's war on corruption is faltering

lagos, 30 July 2004 (IRIN) - When President Olusegun Obasanjo took office in 1999, ending more than 15 years of corrupt and often brutal military rule, he declared it was the end of "business as usual" with graft.

Corruption, he said, was a cancer that had debilitated the Nigerian state and frustrated development efforts, despite the country's huge oil riches. It was,therefore, an enemy to be fought until it retreated.

The first bill which Obasanjo sent to the national legislature after he took office proposed the creation of new anti-graft body, the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

Corruption watchdog undermined by low funding

When the bill became law a year later, after overcoming resistance by legislators who sought to weaken its provisions, Justice Mustapha Akanbi - a retired president of the Federal Appeal Court - was named to head the new commission.

But four years later, it has yet to secure any significant conviction.

On the contrary, all the signs are that corruption is spreading and that Obasanjo is losing the war he declared on bribes and kickbacks.

Nigeria's rating by the Berlin-based corruption watchdog, Transparency International, has not improved at all. It remains at the bottom of the table, with only Bangladesh rated as a worse place in which to do business.
