The constitution says a quorum of the total number of members in the NASS,(I.e) 1/3. But can a quorum be formed when a NASS is nt yet in existence? the 8th NASS was not yet in existence wen a quorum was formed. A quorum is a function of and existing NASS not d other way round. Its after a successful inauguration of the 8th NASS dat a quorum can subsequently b formed. Its only after d inuagratn of d aus dat we can knw d exact number of members., den 1/3 of d total forms a qourum subsequently. The 7th NASS had 109 senators but so far the 8th NASS has 108 because of d pending seat. So it impt to first acertain d total number of members through an inauguration b4 we strt talkin of forming a quorum. My thoughts though, legal dudes over 2u |
