Alphaoscar:It is very clear that you are speaking out of Ignorance. Every month the FG allocates monies to MDAs, pay contractors, pay workers and also earn salaries. All these monies are drawn from the FG Account. Because most times there is shortfall in revenue or due to unforseen circumstannces, even the allocation to the FG is not always enough. Why do you think the FG had to borrow $1b dollars to fund the military last year? Why do you think the FG had to borrow to make up payment of wages and salaries? Do you think monies fall from the sky or there is a Big money somewhere? The FG exhaust every dime in the FG Account because it is meant for that purpose. You will complain if salaries are not paid. Ask Aregbesola or any governor how things are done. As for crises/emergency, the Sovereign Wealth Fund/ECA is statutorily meant to take care of that and NOT FG share of revenue allocation. You should stop arguinng what you don't know. The FG Account isn't for safe-keeping! |

The money to be shared in that link is from the FEDERATION account which Buhari as the President have no power on because it is like a family account but Buhari was complaining about the federal government account which is empty as at the time he took over. Federal government takes its share to now allocate to its component parts including paying of contractors and salaries... Now funds allocated to individual ministries etc are used by them independently as allocated by president probably based on scale of preference...(taking cognizance of budgetary allocations to events and projects by/to each)... Whatever emergency is taken care of by mopping up funds from these components parts of federal government(viz; ministries, agencies, etc)... Shikena and simple... |

barcanista:Aaaaaah Bacarnista, stop disgracing yourself Bro. It is good you admit all there is no dime in the federal account as at when your principal left the saddle. And the Federal government can NOT just dip their hands into the ECA or SWF incase of emergency because that money is not solely FG's money. FYI, both ECA and SWF accounts are illegal accounts introduced by the PDP and the money in those accounts ordinarily suppose to be shared by all the tiers of government through the federation account and will still be shared according to the revenue sharing formula. And to the bone of contention, it is financially unhealthy and a very bad practice for the government to be exhausting all the money in her account on a monthly basis . The revenue accrued to the FG from the federation account will go to the federal government account and that money is supposed to be managed and used to run the FG's programmes atleast till another revenue will be shared from the federation account. |

They've received N3trillion naira from this fund between 2011 and 2014 ALONE in addition to their statutory allocation. What did they use the money for? What happens during serious crises? Mr man you are talking NONSENSE! The treasury (that is where treasures are kept aka savings) are the External Reserve and Excess Crude Account/SWF. For Buhari to say "the treasury is empty" means he doesn't know jack. The FG account is not a Savings Account and it is not meant to be. I don't like repeating myself! Whatever goes in there is used for statutory budgetary purpose. Your Amaechi lied that the ECA is depleting now you are saying that the FG can't just dip their hands. Who is saying that the FG can dip their hand as they like? Abeg no find hiding route. Whether the ECA is created by Obj or FG is not the argument here, the function of the Account is to SAVE for emergency. It is the second savings account after External Reserve. Don't even try to ddigress because you have no clue! How much does the FG receive monthly? How much is the wage bill monthly? How much do they release to fund projects and pay contractors? How much goes to MDAs? Do Buhari or any sane person expect anybody to keep left over in the FG account when the money isn't enough to meet FG obligations in the first instance? All the money accrued to the FG will go into the federal government account from where the running costs of the MDA, parastatals etc and other government programmes will be paid and that money is supposed to be managed atleast till the time when another revenue will be shared. For example, money was shared yesterday from the federation accounts to all the tiers of government and the FG own will be paid into the federal account and that money is meant to be used in running the affairs of the government throughout the period another revenue will be shared. It will be foolish for any tier to collect his allocation today and finish it within a week simply because the money is not meant to be saved. Is it every month that the government award contract and pay for the contract at once? What happen to the whatever balance left unspent that month? I am done with you and I need to enjoy my sleep.
