But why was it initially revoked, not nice

The initial decision was made without recourse to common sense, an act of skoptsy without thinking of the backlash. The correspondence is not the first reporter that would be anti-GEJ, but because we are in a banana republic, the COS to GEJ would rather be brash in the display of his displeasure.

There are different ways to skin a cat, they could have silently frustrated him without raising dust. Simply giving instructions to the security operatives to bar him from entering any events venue, would be a great way to achieve this. But trust my naija people, no need to do all that, I bet they actually "bundled" him out of the building in the usual Nigerian " police is your friend " way.
