Institutions of agriculture had also been eatables to impact the knowledge of agriculture into the young ones. Schools like Funaab, Michael Opara university of agriculture, Federal university of agriculture Makurdi to mention but a few .

what about the rural communities? What has the government done to improve their productivity? As we all no they are the one producing more agricultural product for consumption.

Computer science is now a part of everyone’s daily life through the innovations and technologies it enables. From transforming health care to enabling a more robust national defense, computer science is on the forefront of discovery, driving economic growth and transforming our culture.

What is Computer science? Computer science is a discipline that spans theory and practice. It requires thinking both in abstract terms and in concrete terms. Computer science can be seen on a higher level, as a science of problem solving. Computer scientists must be adept at modeling and analyzing problems. They must also be able to design solutions and verify that they are correct. Problem solving requires precision, creativity, and careful reasoning.
Computer science and Mathematics also has strong connections to other disciplines. Many problems in science, engineering, health care, business, and other areas can be solved effectively with computers, but finding a solution requires both computer science expertise and knowledge of the particular application domain. Thus, computer scientists often become proficient in other subjects.

Computer science has a wide range of specialties. These include computer architecture, software systems, graphics, artificial intelligence, computational science, and software engineering. Drawing from a common core of computer science knowledge, each specialty area focuses on particular challenges.

Computer Science has been the bedrock of national defense and security, the main reason United States is regarded as the world power. The intelligence community is faced with an increasing deluge of data – including ground- and aerial-based reconnaissance information (e.g., satellite imagery), intercepted communications (e.g., voice, email), captured media (e.g., computer hard drives, videos, images), biometric data (e.g., facial images, DNA, iris, fingerprint, gait recordings), and corporate knowledge repositories (e.g., airline passenger manifests, credit card and bank transactions, employee personnel records, even electronic medical records). The challenge for intelligence analysts is to find, combine, and detect patterns and trends in the traces of important information lurking among these vast quantities of available data – in order to recognize threats and to assess the capabilities and vulnerabilities of those who wish to cause harm. Computational biologists have applied algorithmic techniques to process and understand the deluge of data made possible by recent advances in molecular biology, making healthcare better. Healthcare data is gathered in many places, from hospitals to clinical studies; however, this wealth of information is virtually useless it is organized and analyzed. With the help of Mathematics and Computer Science, today’s advanced systems make it easier than to ever to sift through mounds of research to get to the heart of the issue.

On the other hand, the term supply management (Procurement) describes the methods and processes of modern corporate or institutional buying. This may be for the purchasing of supplies for internal use referred to as indirect goods and services, purchasing raw materials for the consumption during the manufacturing process, or for the purchasing of goods for inventory to be resold as products in the distribution and retail process. Procurement and Supply Chain is important to the nation building but not as important as Computer Science and Mathematics. We can see that Computer science professions increasingly drive the U.S. economy; In fact, Information Technology is what makes the U.S the greatest country in the world and has the major contribution to their great economy. Procurement and Supply Chain management also depends on computer scientist to create software for them in order to be effective and faster. By Wikipedia, Supply Management software comprises all of the different solutions which automate the source-to-settle process and include Spend Analysis, eSourcing, Contracts, Supply Base Management, eProcurement, eCatalogs (for Supplier Enablement), and Accounts Payable or ePayables solutions. Software which helps automate the management of complex services like business travel and temporary labor are also included in this software segment.

Nigerian banking has improved significantly since the invention of technology. Gone are the days I have to walk to a bank, withdraw money from the counter, take a cab to another bank and deposit money to send to my friend. All I have to do now is transfer it from my mobile phone, saving cost and stress. This is the work of the Computer Scientist. Last election is one of the most fair election in Nigeria, reason being the social media and biometric used, everybody were already pasting their Poll Unit result which became difficult to tamper with. The Biometric scanner and software also help against impersonating and multiple voting.

For every nation to get developed, the application of both Computer Science and Mathematics has to go hand in hand. Villages are developed into towns and towns to cities and cities are expanding to greater horizons. This expansion has occurred through the expansion of science and technology over the years passed and will be more in the coming years.
Today, countries are classified as developed and developing countries. The major categorization is based on economy and the application of science and technology. If carefully analysed, one gets to understand that countries which have a strong base in science and technology are the ones that developed faster. A few examples are of countries like Russia, Japan, Brazil, China, India and many more. It is estimated by the World Bank that seven of the ten largest economies of the world by 2020 would be in Asia, China, Japan, India, Thailand, Indonesia, South Korea, and Taiwan. A few decades ago, these countries were known to have poor policies, low discipline and no advancement and then with the introduction of science and technology in an effective manner, they have made ripples across the globe.

It goes without saying that, a nation’s development and prosperity is judged to a large extend by the status of science and technology of that nation. A scientifically unsophisticated society means an underdeveloped nation in al sectors. It is easily understood when analysing that countries like Japan and USA who invest a decent amount for research and development into Computer Science and Technology are in the highest stratum of development whereas countries like Nepal who invest very less amount technology remain in the lowest ladder of development.

Without proper implementation of computer science and mathematics, no nation could grow and all those nations that were labelled as low in growth have proved where they stand today and all that has happened only because of science and technology. Procurement and supply chain management is necessary for the nation building but not as important as the computer science and mathematics because with the reasons I mentioned above in this essay implies that a country cannot actually grow in this twenty-one century without the computer scientists.

With computer applications, we as human have become more productive. Look back at the time when we do things manually, look at the era of snail mail(Post-Office Mail) to the new era of e-mail. Public Administration is the implementation of government policy and also an academic discipline that studies this implementation and prepares civil servants for work in the public service. As a "field of inquiry with a diverse scope," its fundamental goal is to advance management and policies so that government can function effectively and efficiently.
Public Administration can also be viewed as the management of public programs, the translation of politics into the reality that citizens see every day, and the study of government decision making. The analysis of the policies themselves, the various inputs that have produced them, and the inputs necessary to produce alternative policies.
Public Administration is centrally concerned with the organization of government policies and programmes as well as the behaviour of officials (usually non-elected) formally responsible for their conduct. Many unelected public servants can be considered to be public administrators including head of city, county, regional, state and federal departments such as municipal budget directors, human resources (H.R.) administrators, city managers, census managers, state mental health directors, and cabinet secretaries. Public administrators are public servants working in public departments and agencies, at all levels of government.

In the US, civil servants and academics such as Woodrow Wilson promoted American civil service reform in the 1880s, moving public administration into academia. However, until the mid-20th century and the dissemination of the German Sociologist Max Weber's theory of bureaucracy, there was not much interest in a theory of public administration. The field is multidisciplinary in character; one of the various proposals for public administration's sub-fields sets out six pillars, including:
Human resources which is the set of individuals who make up the workforce of an organisations, business sector, or economy.
Organisational theory is a loosely knit community of many approaches to organizational analysis. Its themes, questions, methods, and explanatory modes are extremely diverse.
Policy analysis is "determining which of various policies will most achieve a given set of goals in light of the relations between the policies and the goals".
Statistics is study of the collection, analysis, interpretation, presentation, and organization of data.
Budgeting is a quantitative expression of a plan for a defined period of time. It may include planned sales volumes and revenues, resources quantities, costs ane expenses, assets, liabilities and cash flows. It expresses strategic plans of business units, organisations, activities or events in measurable terms.

Ethics is the branch of philosophy that involves systematizing, defending, and recommending concepts of right and wrong conduct. Ethics investigates the questions "what is the best way for people to live?" and "what actions are right or wrong in particular circumstances?" in practice, ethics seeks to resolve questions of human morality, by defining concepts such as good and evil, right and wrong, virtue and vice, justice and crime.

Public administrators contribute to nation building in the following ways among others:
promotion of a rational development of economic proportions through macro-regulation; control of the privatization process of state owned enterprises and public services and securing free competition and transparency in its implementation;
securing an effective exercise of ownership rights of the state and other public entities;
support of the private sector, especially of small and medium-sized enterprises; development of effective cooperative relations between the public and private sectors;
drafting and implementing effective sectoral policies, especially securing internal and external security, regional policy, transport policy, information and communication policy, environmental policy, education policy, social policy, employment policy and health care policy.

The government has also achieve subsidization of farm input and implements and provision of cellular for easy information access and also providing agricultural extension workers to aid rural farmers. Also, the government has provided non interest agricultural banks that gives loans without collateral to farmers and organizations like the FADAMA 1-3 for better funding of rural farmers.

Really? Computer scientists are problem-solvers. Do you see the great work of Seun Osewa of Nairaland, a computer scientist in providing a solution to how Nigerians home and abroad can have a place to share their minds and enable them to be aware of happenings in Nigeria by creating Nairaland. He discovered another problem that Nigeria Internet is actually slow compared to other country's Internet service and Data is not cheap in Nigeria. He created a webpage that doesn't consumes much bandwidth and loads very fast. That is how a computer scientists solves everyday problem in developing the nation.

If you are into Finance, or Economics. You will know who tedious in Analysing Data(Especially Big Data) before interpreting them. But With a computer software, this can be done easily. Can you calculate 8735272 * 73626272821 off-hand? Definitely No, with pen and paper, it is going to take minutes.... but with a calculator it is just seconds. So how does Computer applications "rubbish the intelligence of human" ? Or don't you think, computers actually make things easier?

Climate change is one of the most serious environmental threats facing mankind worldwide. It affects agriculture in several ways, including its direct impact on food production. Climate change, which is attributable to the natural climate cycle and human activities, has adversely affected agricultural productivity in Africa (ziervogel et al 2006). Available evidence shows that climate change is global, likewise its impacts; but the adverse effects will be felt mainly by developing countries, especially those in Africa, due to their low level of coping capabilities (Nwafor 2007; Jagtap 2007). Nigeria is one of these developing countries (Odjugo,2010). It is projected that crop yield in Africa may fall by 10-20% by 2050 or even up to 50% due to climate change (Jones and Thornton, 2003), particularly because African agriculture is predominately rain-fed and hence fundamentally dependent on the volgaries of weather.

Research has made it known to us that the government is working towards the production of hybrid resistant seedlings. In the recent G-7 meeting attended by President Buhari, one of their agenda is to see the regularisation and normalisation of world climate and this will in turn boost the production yield of agricultural produce.

there is what we call a "reverse auction" in PSCM. unlike traditional auction where the buyers and sellers meet to transact and retain cordial relationship, online procurement do the reverse. sellers always resent online buyers because they belive buyers act opportunistically online and which is not too good for procurement as a whole. the only way by which a procurement proffesional can build a strategic relation with the supplier is through physical interaction. proffesional procurers have now realised that public procurement is not best done online unless the government wish to head for doom.

Its not like there are no hybrid seedlings available in the country yet. It just hasn't been circulated round the country due to insufficiency which the government is currently working on.

A simple calculator is a work of computer scientist, the software that reminds you of your appointments with a client is part of computer science. The Mobile Phone or PC you are using is a product of computer science. So it is so obvious the computer science is more useful in Nation building that procurement.

Hence for the failure of government policies, the public administrator has a large share of the pie. Therefore can be blamed for having a failed country. Unlike Crop production in Nigeria, the government is interested in raising more farmers just like the 1999 operation feed the nation. Farmers can also be self reliant hence not depending on the state of the country as it is generally said "MAN MUST CHOP"

If you really know about agriculture, you will discover that most agricultural products come in seasons so you don't expect to see abundant pepper or cassava or maize when it is not their seasons and moreover the government has made provision of irrigation implemented for farmers through the FADAMA 1- 3 projects. hence the reason for early harvest of corn for an example.

human being and computer are two things that should be studied seperately so as not to lose the potency of humanity. Nigeria has a country has also not been lagging behind when we talk about computer application and it science. you will agree with me that one of the most repute computer guru in america today is a Nigerian. and besides, in public budget, what decides the sucess or otherwise is the judiciousness of the procurement and contract awarding process. procurement and supply chain management has helped our government mmensively in tackling menace of curruption in its fabrics, a feet computer is yet to achieve. even if computer is going to, it would still be manipulated by people.
