Pakistan is a signitary to the international nuclear weapon proliferation act,and North Korea has a relatively small number of nuclear warheads{not more than 11},both of them have checks in place in form of neighbouring nuclear armed world powers.And lastly,both Pakistan and North Korea do not directly sponsor terrorists.
Iran,on the other hand,is a terrorist country seeking unprovoked nuclear weapon,not as deterrence,but as an attack weapon.
