No, it happens if you are the most ruthless general ever known to the Nigerian army. It is even better if every officer that rises in rank is personally vetted by you. You will be in good stead if your officers fear you more than they fear god. Even if they later become president, they will always defer to Oga. Buhari, IBB, Abacha, then buhari again. Clean? You never meet person if you never meet Gen. T.Y Danjuma. He single handedly sponsored OBJ's presidential campaign in 1999 by selling just "one" of his oil blocks, and released a total sum of of #999m to kick start the campaign.
