You won't get a 4 cylinder highlander at that price. Even in the toks market, its expensive than the V6, in real world, its got good fuel economy for an SUV, who would wanna sell off theirs at 1m except its a favour or scrap or having a hidden issue. Come up with 1.4m and be sure you're getting something good.
