Here she has clearly stated the loan was obtained for various projects which are listed there and also how much was allocated to each project. Clear and simple

You are so ignorant
Sure, I am so ignorant of the stupidity that infects and thus makes people excuse stealing and corrupt practices.

It is also important to note that even if the alleged project was on the list of China-EximBank funded projects, diversion of any Chinese funds would have been extremely difficult because the terms of the contract and the processes would simply not have permitted such action.
The procedure is that funds for approved loans remain in the China-EximBank and are released directly to the Chinese firm executing the contract only after the presentation of duly certified proof of work by the responsible Ministry, in this case it would have been the Federal Ministry of Transport, based on the agreed milestones.
For the sake of emphasis, the China-EximBank does not disburse money directly to government and therefore the issue of diversion does not arise.

Simple.

So sad that when this woman takes us on her brand of gymnastics, she safely assumes we are all fools. To think that she is inferring that the Permanent Secretary doesn't know what he was saying may mean that they have 2 separate agreements with the chinese govt: the one with NOI/Jonathan and the dummy that was sold to the ministry and the public. On an aside, does it mean that the most of the credits to the past administration were executed with loans after earning the highest revenue in history? The more reason we need a lot of probes to ascertain if these have not been drawn as 'Capital Projects' on the budget at some point.

The funny thing is that the more this woman attempts to defend her records, the more suspicions she throws up because Nigerians have refused to be taken for a further ride on her big train of corruption piloted by GEJ
