Renowned law scholar and leader of the Concerned Igbo Leaders of Thought, Prof. Ben Nwabueze, has criticised President Muhammadu Buhari for delaying the appointment of ministers into his cabinet.

The Senior Advocate of Nigeria described Buhari’s refusal to appoint ministers over 80 days after taking office as a reflection of Buhari’s military personality.

He said this was why former President Olusegun Obasanjo (also a former soldier) failed to appoint ministers on time as well.

He stated that the country’s constitution does not allow the President to govern the country for more than two months without ministers.

Nwabueze, in an article titled, “Constitutionality of President Buhari Ruling Nigeria For More Than Two And Half Months Without a Council Of Ministers: The Concerns of the Igbo Leaders Of Thought,” a copy of which was sent to The PUNCH on Wednesday, said the President was expected to consult with “various executive bodies” before presidential actions.

According to the professor of law, it is not likely that anyone other than a retired army general and former head of a military government would ever think of ruling the country for more than two and half months without ministers, knowing full well that the governmental system established for the country by the constitution does not permit him to do that.

“And yet, knowing his antecedents and the influence they must have on him, Nigerians elected him as ‘civilian’ President in the March 2015 election. His election cannot but portray Nigerians as incapable of learning from past experience, a people lacking the degree of political maturity and sagacity required for the successful working of constitutional democracy,” Nwabueze added.

The article read in part, “Since his inauguration on May 29, 2015, as elected ‘civilian’ President of the Federal Republic of Nigeria, Muhammadu Buhari, a retired army general and former head of the military government, has been ruling the country for more than two and half months without ministers.

“The President ruling for more than two and half months without ministers is really incredible, but, incredible as it is, we Nigerians, as a people, ought to have foreseen it from our experience of the dictatorial way former President Obasanjo who, like President Buhari, is a retired army general and former head of the military government, rode roughshod over the constitutional limitations on his powers.”

Some of these elders just attract insults to themselves unnecessarily. My question is: don't military regimes have ministers?? Did it take him this long to appoint ministers when he was the HoS?? What about states where commissioners are yet to be appointed to this day, does that also reflect a military hangover amongst men that have NEVER been in the military.

This man should just respect himself.

Very simple! When you earned money and not spending or working, it is natural your deposits will increase.

Baba is not working on any capital project yet, it is natural the deposits and reserve increase. The same thing OBJ did.

GEJ worked, reason not much was saved.
By the way, many of the GEJ ongoing projects have stopped. (Lagos - Ibadan reconstruction)

I'm sure the interest of these dumbfucccks in the issue of ministers is just to see how their regions or states will be represented and not for the belief that the ministers will make governance easier n more effective.

In Nigeria, ministers have always been so good at awarding contracts n getting kickbacks. It won't be like that this tym around.

Buhari is repeating almost every atrocity commited by obasanjo and we have a Lagos mercenery press deep in corruption defending him and excusing his blunders all the way. . Few days after taking power, just as was the case with Obasanjo, he was busy trying to obliterate a community in the name of fighting pirates! It was the same thing obasanjo did with Odi and Zaki biam in the guise of arresting those who killed some police men and soldiers. . Buhari has started a skewed and flawed 'war against corruption', the same way obasanjo used one overzealous Ribadu to harass his political enemies. . We have read of buharis intention to keep the petroleum ministry to himself. It was the same thing Obasanjo did, becoming the defacto petroleum minister for over 7 years while the press contineud to excuse his unconstitutional behaviour as a necessary path to oil sector reforms, . Buhari doesn't listen to anybody but himself. The man sees corruption in everybody else but himself . . In the end, what we got were endless stories fof corruption, malfeasance and total mismanagement. Now this. .

How can this man go almost half a year without a cabinet and the press is mute? Some of the excuses being adduced for this unconstitutional attempt to run the country like an emperroh are simply laughable.. What do these funny characters mean when they say he is looking for good men?? This country is brimming with good men! It is only a tone-deaf buhari that knows what he is doing with Nigerias finances with the help of some perm secs populated in the main by folks from his neck of the woods. In all these, the Lagos-Ibadan axiz of the Nigeria press should be held responsible for misinforming the public while propping up despots as democrats. . They did it with Abacha, advertising a perennial coupist as a defender of democracy, only to turn around and declare a civil war against him when things went awrry. They primed obasanjo as the ultimtate messiah, we know how that one ended. Now this. . , they are projecting a blundering tribal/sectional administrative bimbo as the new perfet messhiah. It is all part of a larger game plan to plunder other peoples resources for parochial gains. .

One day,hopefully, I will like to read brilliant write ups or rejoinders on this forum concerning issues like these. I still believe there are good youths from respectable families all across our federation. The permanent secretaries are MAINLY notherners!! That's the only reason this clannish upstart is so relaxed and comfortable working with them! That is the fact . . Buhari can only work with his uncles, nephewss and cousins.. The talk about fighting corruption is out of place here because everybody knows that the the same civil service headed by these wuota system perm secs is the engine room of corruption in Nigeria. .
