There are strong indications that President Muhammadu Buhari’s cabinet may not be in place till October this year.
Although the President has promised to unveil his ministerial list next month, their screening and confirmation by the Senate may not take place till October.
This line of thinking, which some senators confirmed to Nigerian Pilot yesterday, is informed by the fact that the Upper House, currently on a six-week holiday, will resume plenary on September 29.
Senate President, Bukola Saraki had promised that whenever President Buhari presented the ministerial list to the Upper House, it would reconvene to screen the nominees.
But some senators declared yesterday that the arrangement was no longer realistic because most of their colleagues would be on pilgrimage to Saudi Arabia.
They argued that you cannot recall a lawmaker on Hajj to Nigeria for the sole purpose of screening and confirming the ministers.
According to them, in the event of Buhari presenting the ministerial list, “we will keep it till September 29 for our colleagues to return from the Hajj and Sallah celebrations.”
The implication of this, is that Nigerians would have to wait till October for Buhari’s cabinet to be in place.
One of the senators, who sought anonymity, told Nigerian Pilot that “most of us are not disposed to breaking tour recess midway to attend to the ministerial list if the President brings it before the 29th of September.”
Senate Minority Leader, Godswill Akpabio seems to have alluded to this position when in an interview on Radio Nigeria, Abuja Station yesterday, he said most Muslim Senators would be going for Hajj and cannot come for any emergency session.
Nigeria Pilot further learnt most senators besides going on hajj have travelled abroad for different reasons and would only return to the country as September 29 approaches.
The Senate had assured Buhari that it would be available for any emergency session, especially to screen his ministerial nominees.
Nigerian Pilot however learnt only members of the ad-hoc committees on Works, Information and Selection Committees are visible in the National Assembly to round up their meetings.
According to a senator, “the ministerial list is not even being expected by us and would definitely spring surprises if it comes before October,” adding that “even if it comes, it will be kept till we resume as planned.”
After Buhari’s inauguration, a list of some prominent APC members was circulated on the social media as ministerial nominees. The list included Senator Olorunnibe Mamora, Chief Audu Ogbeh, former governors–Babatunde Fashola (Lagos), Kayode Fayemi (Ekiti), Rotimi Amaechi (Rivers), Rabi’u Kwankwaso (Kano) and Senator Chris Ngige.
While going through the purported list, Buhari was said to be stunned and had said: “They have chosen my ministers for me.”
The National Publicity Secretary of the All Progressives Congress, APC, Alhaji Lai Mohammed, however, dismissed the list as a mere speculation. President Buhari, who is known for his anti-corruption stance, has promised to appoint only honest persons as ministers.
Nigerian Pilot recalls that shortly after the election, there was the news that the APC would ratify the list of persons to be appointed into the Federal Executive Council.
This, according to the report, was to enable the APC maintain party supremacy which the Peoples Democratic Party, PDP lost during the last administration.

October...hmm. Like I always say, we watch and wait. I just hope the activities of the government will not take on a tinge of illegality due to the absence of Ministers. If it is not GMB it is the Legislature. There is no justification for this delay other than the fact that he is not constrained by the Constitution to set up his cabinet within a set time-frame. These are some lapses that are exploited and nothing is done about them.

All these "law makers/breakers" are just not ready to work for the benefit of ordinary nigerians! But I'm very sure if PMB suddenly tells them that there is one kind of N1 billion naira bonus that he wants them to come and share they would sharply abandon the hajj and their religious beliefs and scamper back to abuja faster than hussain bolt!

Because you have food to eat and Internet bundle doesn't mean everyone else have same opportunity some lives depends on the federal government policies, the construction industry hires people when the have jobs from the FG and when they don't have job they lay off staffs pending when the have jobs, ministers are suppose to touch a lot of lives with their ideas and projects which is suppose to have a ripple effect on improved standard if living of citizens ,if you know this you would not type this rubbish.

If the ministerial list is out, ya'll better pack your lazy selves back to Nigeria and do ur duties. Just imagine! Because we haven't complained of 10 days on seat, 20 days off duty policy abi?

So these Senators are back on 6-week holiday again? When do they get to do the work they are voted to do sef?

With the kind of money they collect, one will expect at least 10 hrs of work daily, 5 days a week. And leave shouldn't be more than 3 weeks in a year, just as other workers with lower emolument

This is very pathetic and irresponsible for any reasonable person to say, not to mention that it is coming from a distinguished senator of the federal republic of Nigeria.

I think the problem with our legislative arm is that we have a lot of people(money miss roads) who have no business with governance in the first place not to talk of having a seat in our highly esteemed red chamber.

I smh for the man who that statement because it is really embarrassing and goes on to show how unserious and selfish we are as a people in matters of national interest.

No panic, the ministers would be appointed and then the list sent to NASS for confirmation.
Nigeria must move forward!

After a long wait, its revealed the we have to wait for some set of people pursuing personal interest in a well organised country. Thereby leaving their country unorganised!!
Hajj isn't a public holiday, its a peronal issue.

In this almighty Abuja,a fed civil servant handling a sensitive post will easily leave U on his table and take off cos he wants to go and pray.
This includes ppl who work in hospitals.

You will be OK, when by September, next year, Zakari still remains the "Acting" chairman of INEC
You will be OK when by December next year, the economy is experiencing price and consumer inflation at the same time, with no economic team to proffer solutions
You will be OK when, due to the absence of a petroleum minister to liaise with the independent marketers, we are hit with fuel scarcity
You will be OK when due to his dismal and abysmal failure, he is asked to step down, but refuses, throwing the country into religious, ethnic and political chaos
You will be OK, right to the moment trouble comes to your door.

God did not help him, when he claimed he would hit the ground running with his appointment of ministers, but did a 360, the moment he was inaugurated
God did not help him, when he went back on his promise, and claimed that his manifesto is not the bible or quaran
God did not help him, when he went to the US, and made it his job to lie on the NY Times, to Nigerians, about an issue they could easily have validated with just a click on google
