The immediate past Minister of Works,Mike
Onolememen, has debunked the widely reported
allegation by Edo State Governor, Adams
Oshiomhole, that N140 billion was expended on
consultancy services on the 2nd Niger Bridge
Project, and that there was nothing on ground to
show for the amount spent.
Onolememen, who refuted the allegation, accused
Oshiomhole of not getting his facts and figures
correct before his widely publicised statement.
The former Minister, who debunked the
allegations with photographs to back his claims,
explained that the 2nd Niger Bridge Project
was procured as a Public Private Partnership
under the Design, Build, Finance, Operate and
Transfer (DBFOT) model.
According to Onolemenmen, this arrangement
implies that the successful concessionaire, The
Julius Berger-Nigeria Sovereign Investment
Authority (JB-NSIA) Consortium, has the
responsibility for the design, finance and
construction of the project, as well as its
operation and maintenance for a period of 25
years.
In a statement he made available through his
media aide Tony Ikpasaja yesterday, the total
project cost is N108 billion (excluding Duties
and Value Added Tax), with a completion period
of about 48 months. The cost he disclosed was
arrived at after Bureau for Public Procurements’
review of the Concessionaire’s submitted cost of
N138 billion.
The Federal Government of Nigeria, he said, was
guided by the Transaction Adviser, Roughton
International while agreeing to provide a
refundable ‘Catalytic Funding’ of N30 Billion.
He also confirmed that the sum of N10 billion
Catalytic Funding was paid in May 2015 by the
Federal Ministry of Works’ SURE-P Budget
to fast-track the early and sub-structural works
of the bridge.
It would be recalled that former President
Goodluck Jonathan performed the ground
breaking ceremony on March 10, 2014 at the
project site in Delta State.
The Bridge located at about 2km downstream the
existing Niger Bridge in Onitsha has, according to
Onolemenmen, recorded impressive progress.
Onolemenmen also said that he is worried about
the intentions of Oshiomhole in misinforming
Nigerians on the true status of the Bridge.
He, however, disclosed that rather than give in to
what he refered to as ”misinformation and
sensationalism, the completion of the project, vis-
à-vis sustaining the interest of the international
investors that have signified interests in the
project should be paramount.”
He called on Oshiomhole to ”for the sake of our
collective national interest, tell Nigerians the
source of his information
about his alleged N140 billion consultancy cost
for a project with a total cost of N108 Billion.
As a senior public officer, it is expected that the
Governor would have crosschecked his facts
before jumping to make such wild and spurious
allegations. Otherwise, Governor Oshiomhole
should tender an unreserved apology to Nigerians
for misleading the public on [the state of]this
project.

Second Niger Bridge, the most publicized project for morethan 6 years now, sacrificed on the altar of politics. Won't be surprised if Buhari finishes his first term in office without doing anything there. During the next campaigns, lousy promises will start flying around again. Rubish!

I think this man is on drugs. Why should he be peddling unsubstantiated stories. Is he not corrupt? I blame GEJ, because if he had forgotten abt 2nd term and work is if his life depend on it,Oshiomole would have seen a Niger Delta protest by now. On the contrary, GEJ shld always counter any misinformation with facts and figures if he feels this APC is lying.

Still doesn't negate the fact that Jonathan wasted billions without a bridge to show.
