If I remember correctly, I watched Wike on Channels tv promise to complete this abandoned project of over 10yrs a day after being sworn in.

It is possible that the only serious contribution of the governor to this project is cutting the tape to commission it. Did you think that he conceptualized, designed, built and commissioned this project in 90 days.
