HANTEK DSO5072P Digital Storage Oscilloscope
2 channels + EXT, 70MHz bandwidth, 1 GSa/s max. sample rate

This unit comes complete with

Two 80MHz probes (PP-90) with clip tips
One Software CD
One power cable
One USB scope-to-PC cable
Four marker rings for each probe.

U can also plug in your flash drive or card reader to save waveforms. Waveform data can even be exported to MS-EXCEL for analysis and future waveform recreation.

Can you PLEASE explain what an oscilloscope is for?

My first advice is "Google It". There are lots of useful materials and PDFs regarding this online.

Now, the briefs.,
If ur electronic project involves simply switching on/off a relay or LED based on only one measured variable, u may not need an oscilloscope.(except if you want to observe for any interference that may disturb it's functionality).

If it incorporates an oscillator, microcontroller, or has to do with communication between two or more devices, then u certainly need an oscilloscope to view the signals or oscillations coz a multimeter cant do it.
An oscilloscope displays these signals as waveforms for ur perusal.
