If you are eligible, it says insufficient balance .
If you are not, it simply tells you that you are not.

Make sure to have less than N300 just in case you are eligible to avoid activating what you dont want to.

Don't mind those thief call MTN. I got the text. that I should recharge 1000 and Dail that said number, that they will give me 6, 500 credit to call any network. I eventually subscribe to the bundle. Lo and behold MTN give me 250mins credit for international call to few specific countries and only 150mins credit for local calls.
Who I no for China wen I wan dey call.
