Former presidents, Olusegun Obasanjo, Shehu Shagari were absent at the first council of state meeting which was presided over today by the president. But on the plus side, former heads of state who graced the occasion were, IBB, Gowon, Abdulsalam Abubakar and one time interim head of state, Ernest Shonekan.
