There is a Minister of State for Aviation, the minister is in charge not Amechi

Amaechi is in charge of that ministry. There is no separate ministry of aviation but an assistant minister for aviation who is to focus strictly on that.

Why not? That's Road, Railway, Marine, and Aviation - all rolled into one! There may be ministers of state for one or two of them, but, as pronounced, Amaechi is the substantive Minister over all of "them" components/arms.
