But possible with the specs on dell no difference is the screen size which is 15.6 inch not 17

First off the screen size has to go 17inch is big and good but if you are talking mobility 15.6 is just perfect

Since you aren't getting what you want from HP why not try Dell since its brand new

Its dependent on the model HP Elitebook is different from HP pavilion cuz its generally built strong same thing between dell precision cuz precisions are rugged and tougher than latitude
