You have hit the nail on the head. It is anaencephaly. This baby has been born without parts of its scalp. It is unlikely to survive past a couple of days especially now that the woman has refused to even take care of it. In this state it most likely doesn't feel pain. Poor baby though.

I don't think it is fair to blame the woman though. These things happen.

Maybe environmental influences, or maternal illness, Hereditary diseases and syndromes. I don't know but, the world has been radiated enough by dangerous chemicals that are harmful to our health. Maybe the food we consume, pills, drugs/alcohol etc.
