(2) serves as compass for govt
(3) pricks the conscience of govt
(4) checks and balances
(5) mitigates govt recklessness
(6) gives form to unheard opinions
(7) helps govt know its officials that are deceiving it.

(9) guides their policy formulation
(10) helps govt know its priorities
