I think you guys have fallen prey of journalistic editing.. That law passed by Nairobi county government is more about animal control and conservation of animals for sustainability of the eco-system, something that Kenya is very good at, the journalist then took the law and chose a heading that will be attractive to readers but when you read the law, its not really about that.
First before I begin you should read the abstract from a research paper produced in 2015

Rabies is a viral zoonotic disease that affects all warm blooded mammals, transmitted primarily by bites from rabid dogs. Rabies has the highest case fatality rate of most infectious disease in humans. This research takes a look at a review of human deaths due to rabies across various health care institutions in Nigeria and the situation of rabies in Nigeria. The detection of rabies antigen in the brain tissue of apparently healthy dogs slaughtered for human consumption in some states in Nigeria has given an indication of the endemicity of the disease and the public health risk it poses. Result of human deaths due to rabies obtained from 10 States in Nigeria, gave a total of 78 deaths due to rabies. All of which were not confirmed by laboratory techniques only by clinical presentation. Reported cases of rabies in humans in Nigeria are low; this could be attributed to poor reporting of cases, cultural beliefs, mis-diagnosis of the disease and poor knowledge on the mode of transmission and prevention of the disease. There are increasing numbers of reported cases of dog bites in humans in both rural and urban areas in Nigeria. Published researches in Nigeria have reported deaths in humans due to rabies infection. It is important that the Nigerian government consider rabies control as high priority and hence, a collaborative effort between Veterinarians and human health care professionals on national rabies control program will help in the control of rabies.

Now in Africa, rabies still exists, this is because of general lack of vaccination for dogs, and even if owners of dogs vacceen their dogs, in most African countries, there are still plenty of stray dogs who keep overpopulating in the streets without any nationwide control, so in 2010, Kenya govt decided that to reduce death from dog bites, They would pick off stray dogs from the streets and put them out of there misery,..... but this led to protests from animal welfare associations who argued that it wasnt sustainable in the long run among other things, So in 2014 Kenya decided to come up with a nationwide policy to completely wipe out rabbies

Kenya is the first African country to embark on an ambitious program to eliminate rabies by vaccinating its dogs. Other African countries are watching closely to see whether a disease that kills thousands every year could actually be wiped off the continent altogether.

To many people, rabies is the stuff of nightmares, but Jean Gilchrist knows it intimately. She has been bitten by rabid dogs four times and knows exactly what to look for.

"There’s the furious type, where the dog’s running rampant and biting everybody and everything, which is very dangerous. And then there’s the dumb rabies, where the dog is basically very quiet. They start getting slowly paralyzed," said Gilchrist.

Gilchrist runs the Kenya Society for the Protection and Care of Animals (KSPCA) in Nairobi, which shelters more than 100 homeless dogs and regularly sees cases of rabies.

But that may not be the situation for long. A new initiative by the Kenyan government aims to eliminate rabies by 2030 by vaccinating 70 percent of Kenyan dogs every year for three years in a row......

.....Rabies is difficult to treat in humans because early symptoms are similar to flu. By the time rabies' telltale effects appear some days later – such as confusion, hallucinations and agitation – it is too late to treat. The disease is almost always fatal.

If the initiative works, Kenya will be the first African country to eradicate rabies. Bitek said neighboring countries are watching and may replicate the strategy if it succeeds.

Now back to the current topic, here is more details about the law

The Bill also proposes huge fines for owners of female dogs should their pets be caught having sex with other dogs without the knowledge of their owners.

The Bill says; “A person shall not keep or leave a b!tch on heat in any place which will permit a male dog to approach it.”

The Bill further provides that, “ And no keeper of a b!tch shall allow a male dog to approach it unless both the keeper of the b!tch and the keeper of the dog desire the approach for the purpose of breeding. ”

Contravention of the law once passed next year, will attract a fine of Sh5,000 or double for a person convicted of another offence under this Bill.

Manyala says the move was prompted by the rampant cases of dog bites in Nairobi and mistreatment of the canines.

“It is becoming costly to treat rabies. We have countless cases of dog bites. The other day, they mauled a guard in the city, not forgetting the other case where a wife of a Migori County MP had to spend months in hospital after a dog bit her in Nairobi,” she said.

The Bill also provides for the licensing of the canines for Sh2,000[b] and that they bear identification tags[/b] that will cost owners Sh1,000.

However, the Bill is ostensibly biased against female dogs with stiffer penalties levied on owners of bitches should the pets be seized by county officials.

Manyala says this is because b!tches have a tendency of ‘getting pregnant’ every time, and that many residents are unable to feed the dogs, thus letting them stray.

“Unlike male dogs, the $bitches will sneak out and come back pregnant,” Manyala told The Nairobian.

While owners of male dogs will part with Sh2,000 to get back their pets from the county, owners of female dogs will pay Sh5,000 in addition to, “a certificate from a veterinarian showing that the b!tch has been sprayed and a fee of Sh500 shall be paid.”

The Manyala’s Bill will give City Hall powers to kill, sell or give away the dogs if they are not claimed from their custody within days after their capture.

Now I will admit that the bill has some issues that need to be worked on, but for the majority of this law, I think its high time, its long overdue, The law is more for owners of dogs(ofenders will be owners of stray dogs)..... people should not just let there dogs go out and get infected from stray dogs or other animals in the streets, especially in a city, there needs to be control of these animals, when someone from a poor neighborhood sees that their female dog is pregnant, the moment they dog gives birth, they throw the puppies in the streets and let them fend for themselves, this law makes it a responsibility for the owner to make sure there are no unwanted pregnancies..






So instead of mocking and making fun, maybe you should be taking notes on the do's and dont's, cause like I said, conservation, sustainability, resolving of human-wildlife conflict is taken seriously in Kenya
