The whole idea is to cover the hair. The hijab does that effortlessly but it feels too religious. The classy women (Rich and sometimes 'poor ones') still cover their hair but in a fashionable way like Zahra's.

But at prayer time, I believe all female muslims do the full hijab covering thing.

One thing you folks don't get is that,the fact the wealthy muslims don't wear hijab does not in total depict how Islam wants us to dress. Just like saying using of tablets instead of Bible is the proper way.

NB: in all religious circle,we all know most of the conservatives of the real practise are people from the middle and lower class. Not just in Islam but across all religions.
We cannot over emphasise the role of social class in religious relativity.

It's not as a result of better understand,but need to bend certain religious rules to suit their new status. Or better still try to balance God's principle with western principle,so at the end none feels 'relegated'

Well for the level of decency we have @ this age she's properly dressed. But In Islam,a ladies chest is part of her nudity. Don't know about other religions.
