All budgets in this country from Federal Level down to the local government level are jokes. I had the opportunity to work with a few MDAs in the preparation of their Zero-Based budgets. While the initiative was a good one in theory, the MDAs were just not ready to embrace it and kept on in their old ways even after numerous corrections. Imagine an office putting the unit cost of diesel at 204 naira per litre and when i flagged this, they said "leave it like that, that is the contract price". Two years ago, i worked on a project analyzing the budgets of the 774 LGAs and 80% of them were terrible! Most were replications of the previous year, some used pens to mark-up the previous year's budget and presented as the current year. The summations were wrong. Recurrent and Capital didn't add up correctly and in most cases, the breakdown of the capital and recurrent didn't tally with the total on the budget summary.
I think the fault lies with the budget office; the time frame between when the MDAs submitted their budgets and the presentation of the budget to the National Assembly was way to short to allow the Budget office scrutinize the budgets.

Do you not think that it is the inherent, very high level of corruption within our political space, that is the root cause of these problems?
Can they not start to prepare the Budget, say THREE months in advance of submission?
Is there a cycle of 'kickbacks' between those presenting the budget and those saddled with scrutinizing it?

David Mark ruled him out of order cause he was was exposing the flaw the PDP government, now the whole thing is playing its ugly self to our faces. the blame goes to the civic servants in the budget office, they are lazy and desperately corrupt, all they do every year is change dates and titles of documents and submit unrealistic budgets filled with errors and dubious demands.

I have always maintained my stand that APC & this present regime are a bunch of hypocritical, irresponsible, vindictive & savage propagandists. When they came in, they laid all D imaginable problem of Nigeria on PDP & GEJ while any sign of improvement was attributed to Buhari's "body language" eg the improved power supply & refineries. The used freedom of information/press to spew all manner of lies & propaganda against GEJ yet after winning the election, they now want to gauge D same press! They promised heaven & earth during campaign yet they won & denied them. They accused GEJ of corruption & profligacy yet today, Buhari is still maintaining D 12 jets presidential fleet, again Buhari is going to spend more than GEJ in state house feeding despite low oil prices! Buhari publicly said there was nothing like subsidy yet he has paid a huge amount for it & still there is no fuel. They said GEJ was clueless yet they copied his budget! Madness is defined as doing the same thing while expecting a different result!

The budget might be the same but the personnel who will implement the budget has changed.
It's like having an incompetent coach in charge of a good team and the team keeps losing because of the cluelessness of the man in charge. Bring in a better and more competent coach and results will improve.

MB just retrieved the original copy fron National Assembly and returned it to the owner - GEJ without making copy, hence they -NASS - has nothing to work with. Not to worry once the former President is back from seeing his grand child in USA he will make another copy for the present government.
