It depends on how the person wants to receive the money. First, you can no longer Send Moneygram or Western Union anymore from Nigeria. Person can only receive.

However, you can make an FX Transfer to the person's bank account in the U.S through your bank. You must have a domiciliary account. That is the only option.

Banks still send money via moneygram/western union. The only problem is what the banks can send is very small (198,000 per day, per branch) for ecobank, dunno abt other banks. Then you have too many people wanting to send money outside which results in a case where demand overwhelms supply. That is why the banks say the can't send. So just go to the bank, try to negotiate on a day you can do yours, people now book ahead to send money

Tell him to open PayPal, he should be able to link with his bank card overthere. Or better still you can make transfer through a domiciliary account. Cheers

Am sure he can withdraw with his dollar atm card, since it's not a naira denominated card. Ask your banker to make sure. The restrictions am sure was only on Naira Denominated Cards. Since the Banks has started accepting Deposit into Domiciliary Accounts, am sure he can withdraw.
Anyone with current info on this can please contribute. (I Stand to be corrected)
