This is wrong in all manners, Govt can only encourage men to take up two-wife option perhaps through special allowances/provisions. You can't force a man to marry two wives. What if he doesn't have the means to cater for two women?

Whoever carried this News is seeking undue attention. 50% of Eritreans are Christians, therefore Christianity is the major religion in Eritrea. Government will however abuse the majority if it makes such pronouncement.
