President Muhammadu Buhari has disclosed that the Treasury Single Account, TSA, was an initiative of the Goodluck Jonathan administration, but the immediate past government could not enforce it.

Buhari, who disclosed this during an interactive session with Nigerians living in the United Kingdom on the sidelines of the Supporting Syria Conference in London, stated that his administration had been able to block leakages and save N2. 2trn using the same TSA.

According to him, “When we discovered that we were already in trouble, we tried to enforce the TSA. This government did not initiate it, it was the previous government, but it was so unpopular to the previous government.

“For its own reasons, it couldn’t impose it, but when we came and we found out that we were broke, we saw that this is the way to do it.

“We discovered that the NNPC had more than 45 accounts, the ministry of defence and the military had more than 70 accounts; tell me which of the accounts to trace every year.

“So we enforced TSA, we said there must be TSA, and let me tell you by the end of December coming to January this year, last month, we mopped up more than N2.2 trillion.”

In Democracy, it is not about guts, but about the support you get from stakeholders.

GEJ/NOI had few supporters, also the fact that they are both from minority regions made it worse. Nigerians are 100% tribalist, it is irritating.

Buhari has the support of the North/SW, and now he is free to implement the programmes and ideas of GEJ's govt. Why the hell will he brag, insult the man and still copy his policies?

TSA was birth by Gej.This was a structural innovation to fight corruption.By extension subsequent administration will benefit from it.This is the sure way to fight corruption by creating strong institutions and structures and not vendettas,fighting political enemies through media corruption crusade.Ippis comes to mind.The numbers of ghost workers had reduced in federal parastatals thus saving more for the country.Gej administration were still studying the cons and pros of TSA.Bubu came on board and hijack it.Gej is meticulous in whatever he is doing thus can't implement TSA without a proper study of the process.So Baba zip it,we are yet to see your own innovations.Stop your tyrant and do the needfull.

Many people in Nigeria has same firstname and surname. Having then in same ministry or different one is not uncommon. So you cannot use names to say this is one person because they bear same name.

Moreso, somebody can have ghost workers in their office. They open many accounts with different names but in actual life, this is one person. He connives with the bank to do this just so to earn 10 persons salary.

But BVN is identified with finger print which it attached to ur account. If you have 10 Bank account, with or without different names, ur finger print for one will reveal other accounts owned by you. In civil service, u can only receive salary. The system will delete 9 accounts and choose the smallest salary.

Or the system will flag it and not pay you at all and you will probably be sacked or arrested for earn more than one salary even if you are truly working in these places. You are not suppose to work in anoda place. Civil service law does not even permit civil servants to do business or politics.

However. U can still beat the system if you truly put a real ghost workers' names that are not in government jobs. But na the person go collect the money. He will then decide whether to pay you or not. Lol.money dey cause fight o

I could see your confusion. What you have described here is not TSA but IPSIS - centralized payroll system introduced by GEJ govt to check the issue of ghost worker. It has nothing to do with TSA and was fully implemented during his regime.
