sammyscholar:
I want to explicitly state here that the #5000 stipend for our unemployed graduates, as proposed by the government, is a ‘round peg in square hole’ and a complete wastage of resources. The scheme is, indeed, a sheer celebration of mediocrity and laziness (on the part of our graduates). The scheme is tantamount to encouraging our graduates to jettison the idea of creating their own businesses and remain idle until they can secure paid jobs. Would the payment help us to combat our current economic challenges or even benefit the lives of the proposed payee at the long run? And why even remunerating a person when he has done nothing of economic value to warrant such?
Would you say it has had the bolded effects in other countries that practice the payment of 'welfare' and/or unemployment benefits?

By implication, Nigeria’s economy has become so dormant that it requires pragmatic actions if it is going to be awakened from its recess.
Dormancy and recession are two very different things. Please take note.

OAUTemitayo:
5,000 Stipend payment for unemployed graduates:
Reduction of poverty and criminal thoughts among the vulnerable youths.
Temitayo Lasisi representing OAU:
Position: Support.
The functions of government in any sane society must include the welfare of not only the old and retired but also the unemployed youths and graduates who can constitute a nuisance to the peace and development of a country if not properly catered for.
The N5,000 stipend promised unemployed graduates in the country by the President Muhammed Buhari led administration is not only a good sign of positive things to come, it is also a giant mission to create massive employment in an economy suffering from insecurity, non availability of skilled workers and inadequate local and foreign investment in the economy.
A stipend was declared as a fixed and regular payment usually meant for something specific by vocabulary.com.
It is a known fact that an idle hand is a devil workshop; the stipend programme will prevent our youths from roaming the streets because according to the programme details provided by the office of the Vice-president , Professor Yemi Osinbajo, they are expected to be doing varying kinds of part time jobs such as engaging in agricultural and industrial engagements to be spearheaded by qualified and experienced technocrats where they will learn new skills that can eventually make them self employed and even employ more hands since there is a ready market for agricultural produce and industrial products in Nigeria due to our largely unsaturated food supply and industrial market.
This program will enable our youths learn vocational skills according to the programme outlay.
Another positive side is the creation of sense of belonging and patriotism in the unemployed graduates who would not only begin to feel appreciated and loved by the government but also start stop nurturing bad intentions and habit that has led to the destruction of lives and properties across the country in the past. Only countries with patriotic citizens in the world have been known to experience development in all spheres of engagements. United States, Britain, Russia and other developed countries are known for paying their youths monthly stipends which have led to them being more patriotic and dangerous to engage when performing their citizenship obligations like defending their country’s interests, territorial integrity and representing their countries in sport competitions. Have you ever wondered why countries like Russia, United state and Britain have the best fighting forces in the world? It is not because they are rich, it is because in their countries, everybody have a sense of belonging and there is welfarism.
A look at how insurgency became rooted in the north east would lead us to the unarguable fact it was poverty and sufferings of the youths even in the midst of plenty that led to religious fanatics called boko haram being able to manipulate the minds of youth with financial inducements. We have heard of Boko haram members enticing youths with just N2,000 to carry out suicide bombings. Imagine the number of lives that have been lost as a result of the neglect of youths by successive governments in the country.
Taking a cursory look at the Niger Delta amnesty programme initiated by late President Yaradua would corroborate the government stance that the payment of the stipends would lead to a reduction in the crime rate and social vices. Under the amnesty programme, Niger Delta militants were giving the option of surrendering their arms and ammunitions, getting amnesty, getting monthly payment of N75,000 as stipends and also the chance of being rehabilitated and trained in different vocations and programmes that can make them employed or skilled to the level of gainfully employed. This led to hitherto militants being trained as aircraft pilots, engineers, medical doctors and other skilled fields. Some of this militants are today gainfully employed. Before the amnesty programme was initiated, the Niger delta was the center of kidnappings, bomb attacks on critical national assets like oil stations and oil pipelines, armed robbery and other social vices that not only put human lives at risk but also endanger properties. Such was the negative impacts of the insecurity in the Niger delta then that Nigerian governments at all levels were suffering from decline in revenue and allocations caused by a consistent drop in oil production due to bombing of oil installations by militants agitating for resource control. It was the amnesty programme that stabilized Nigerian oil production and improved government revenue.
By paying stipends to unemployed graduates which past actions like the Amnesty programmed have proven to be a success in changing the criminal disposition of youths, the government would improve the security situation of the country and thereby encourage foreign investments. Foreign investments would in turn lead to creation of job opportunities for the unemployed graduates and youths in the country thereby boosting the economy, increasing the government revenue through the increase in taxation that accompanies the employment of more people by industries and related services.
Moreover, we have been spending a whooping 150 billion naira yearly on ineffective legislators at the National Assembly.
If Niger delta militants are being paid N75,000 monthly justice, equality and fairness demands that unemployed graduates be treated fairly with the huge sums paid to the militants.
If we can afford to pay a few hundreds of people at the National Assembly 150 billion naira, 500 billion naira yearly is not too much for over 25 million people.

Enterpreneurship development was made a mandatory course in all our tertiary institutions to steer the enterpreneurship spirit in our graduates so they can establish their own business and would need to wait on anybody after graduation. So, if they would still need to be given a stipend after graduation, haven't the purpose of the enterpreneurship scheme already been defeated?

Are they going to establish with cowries?
Did you know that majority of unemployed graduates in nigeria actually come from very poor families who can usually have to go through hell before paying the school fees of their children?
I don't know how a civil servant paid N18,000 will be able to raise a real start up capital for his/her wards even when he/she have not finished paying the debts incurred on the school fees

Dormancy and recession are two very different things. Please take note.
in those countries, their graduates have lived up to
expectations. They have made ground breaking innovations and have founded many micro businesses that have, today, become blue ships. You will agree with me that most of Nigerian graduates are with the mentality of "land a big pay job" after graduation. Now psychologically, such scheme would consent to their 'getting white colar job' ego which I believe is not good for the future of this country

Thou shall not despise the days of little beginning.

Most of this trades we were taught in enterpreneuship can be kick-started with little capital. Unless and except you want to build a blue ship in a day, which I believe is not possible. Maybe I need to remind you of the means of financing small scale business.
1) personal savings (the money you spend on unnecessary things on campus could help here)

2)loan from friends (a thousand naira from 20 friends is something)

3)loan from the bank (banks will be glad to give you loan if you have good business proposal)

4) trade credit (suppliers can sell to you on credit and you pay after your sales).

So no excuse from our graduates.

It is a known fact that he who pay the piper dictates the tune.
Democracy is a form of contractarianism in which citizens give up their right to absolute liberty in exchange for protection and provision of needs by the society.
Once the government start paying unemployed graduates and youths monthly stipends, they would start having a sense of being appreciated by the society and would strive to protect the interest and dignity of their sponsoring society anywhere.

Loans from friends who are also unemployed?
No Nigerian banks give out loan without collateral!
Can you as a supplier sell on credit to anybody who is not yet established?

OAUTemitayo:
Even in advanced countries like USA and Britain, unemployed graduates are paid some sort of stipends to get them going before being fully engages in a job that can subside their responsibilities.
Coming up with initiatives is different from having the necessary state and government support that can turn your initiatives into reality.
In the United states, youths have access to student loan and can take business loan without collateral unlike Nigeria where reverse is the case.
As a result of this differences, Nigerian graduates are at a disadvantage and it thus become imperative for government to support them and this is exactly a way of breeding the motivation in them
Kudos to both debaters.. My question is, we all know this countries you mentioned are well advance countries that have almost everything under control, In the case of our great Country Nigeria where corruption is our daily meal.. How do you think this scheme can really achieve it's purpose? More so, do you really think our economy is up to the task?

You have not been able to name a single one.
I don't think banks that are running after scarce deposits and new customers would give out such hard earned deposit to new start up without collateral in a harsh business environment like Nigeria

If our economy is up to the task of supporting a recurrent expenditure of 3.5 trillion yearly, it should be up to task in the stipend programme

banks are always ready to give start-ups with good business plan loans. All they want is to know the workability of your proposed business. Talking about collateral, you only need that if you are requesting for huge loans. We have many micro finance banks that give micro loans without collateral. Make your findings.

and what do you say if the unemploment rate becomes so escalated that you need to pay high number of unemployed graduates?

Why should we be wasting funds on stipend when we can use such fund to improve our infrastructures and create a conducive terrain for businesses that can engage these graduates?

Nigerian micro finance banks only give out loans for petty traders. LAPO is the most popular bank giving out loans to traders and the highest they can give you is 100000 after contributing nothing less than 40,000. Where is an Unemployed graduate going to see the 40,000 to pay for the daily contributions ?

there are banks that will give you loans without prior savings. That, they sometimes, do through referral. An established customer can recommend you and can stand for you. Any serious minded person should not despise all these processes if he so want to succeed. It is not easy any where and you must be ready and willing to go through the stress.
