Sorry for replying late, it's all dsame issue. I can understand that without network, light and money for mb, this city won't have existed.
But then candidates CANNOT select his/her vice after election has been done. It is not a ministerial appointment.
However, I can only give the permission to present ones candidate after the official time given but that should be done before election.
