The past Government wasted a lot of funds that could have completed at least some projects with oil going as high as $140.

Loool so you believe Ethiopia wasn't "looted"? Ethiopia has had and lost a civil war and suffers the world's worst drought every 2 years. It has no minerals and has been attacked by 2 foreign neighbors in full scale war in the past 10 years. It's landlocked and speaks a language no other country can making trade difficult. It also has arid nearly unfarmablet land and was at the point the poorest country in the world. Its has been ruled by looting communists and looting dictators and has never witnessed democracy.

Nigerian deals 'wasted billions

Some $2.2bn-worth of Nigerian energy contracts were awarded without a bidding process by the former president and his energy minister, officials say.
One was to a company with less than $200 of base capital at the time, a witness told a parliamentary committee.

It is investigating why $16bn of investment in the energy sector during Olusegun Obasanjo's eight years in power failed to end power shortages.
