Go your bank. Ask to open a dom account. Fill papers. Account gets opened. Buy dollars/ euro/gbp. Deposit in account. Get beneficiary details. Transfer funds.

Banking 101. Hope I helped.

Any bank can serve your needs. Don't just listen to anyone that tells you he would open it for you here on NL. A bank that starts with A and F ( you have to decide which of the Fs) though.

In any case there is no specific bank that has 100% good will. Just go with a top rated bank

Go for GTBank.

When withdrawing from neteller, you can only select Pound or Euro to
be sent to any of your domiciliary account be that of Dollar, Euro or Pound.
Reason is because USA government stopped them from wiring dollar. You
will also be asked by Neteller to give them your Bank statement of any of
your domiciliary account that you want to withdraw.

You can as well reach us on info@ijamsolution.com to fund your neteller account.
