Do you expect the SE to manufacture using their teeth or manna from God? When a government enters it makes a covenant with its citizens to provide and maintain their social amenities while the citizens pay tax and work to bring make prestige and quality to the state.

Look at ebonyi state for example. That is a state blessed with so much agricultural and mineral potential.
If ebonyi had governors with an IQ of atleast 90, there is nothing stopping them from producing so much agricultural produce, export to asia and europe and earn foreign exchange, not forgetting a cyclic chain of value adding sub-industries.
Infact, ebonyi at full potential is enough catalyst for the entire Nigerian economy.
