Not everybody in the military believe in dialogue, in that same video, the first soldier that came outside wanted to shoot had it been the senior officer didn't shout seize fire, what if that senior officer was attack during the process of dialogue.

depends on such an order!, you can make move when a superior lacks orderliness i.e in cases of ambush you don't need orders you find the best formation to scale through. Which means orders are of various dimensions.
