Double of 99 is 198. Half of 198 is 99 and the number 198 exceeds its half 99 by 99. The number therefore is 198. Same goes to every other number because the double of a number exceeds its half by half of it. Thanks.

2X=(X/2) + 99
3X/2=99
X=99*2/3
X=66

Check:
2*66=132
66/2=33
Difference=132-33=99

1.5 x = 99
x = 99 / 1.5 = 66
