Speaking with THISDAY in Abuja on Monday, the presidency source, who pleaded anonymity, said when the error committed by the Budget Office was discovered, Ameachi quickly forwarded a memo to the Budget Office, drawing its attention to the error and it was quickly corrected. The source added: “Minister Ameachi did not stop there, he followed it up with several meetings with Senator Gbenga Ashafa and during the defence of the budget, Amaechi informed the committee of the omission of the Lagos-Calabar rail modernisation project and indeed sent a supplementary copy of the ministry’s budget to the committee, which contained the said project. http://www.thisdaylive.com/index.php/2016/04/12/calabar-lagos-rail-project-that-was-never-listed-triggers-a-spat/ Niger Delta People and Senators, Fight Amaechi. Fight him well and let me see who will fight for you at Abuja. Disgrace him for GEJ. Amaechi is one of the few men that have brought development to the Niger Delta. |

TonyeBarcanista:Over 50billion allocated to the ministry was floating in the budget. What then is the point of a minister defending budget, why not call the person that submitted it? Why did they not say all these during the defense? |
| Re: Reps To Amaechi: We Don't Receive Budget Proposals From Ministers by TheGoodJoe(m): 9:47am On Apr 12, 2016 |
“I can tell you that it was the House of Representatives that removed it for obvious reasons. The ministry was harassed by the House members during the defence of the budget, demanding for one thing or the other. If Hon. Abdulmumim said the Lagos-Calabar Rail project was not in the original budget, let him also show you where N92 billion was provided for the Lagos-Kano rail project in the original budget that he is making reference to? “On the rehabilitation of some airports, the Ministry of Transportation did make provision for them in the budget we submitted, and the National Assembly on its own appropriated N4 billion to this. They are just lying. And we challenged them to produce the report the Senate Committee on Land Transport sent to the Ministry of Transportation.”... Senator Gbenga Ashafa. Our Niger Delta people will even support the North to carry all the projects because... They hate Amaechi for removing their Brother. |

TonyeBarcanista: Foolish talk. Right in this country we once had a fool of a President who sat comfortably in aso rock and asked his "prime minister" to go present budget to both Houses. It was well received and u lot never had any issues with it. Hypocrites. |

dexterinc2003:if u had followed the passing of that budget, u will know it was done exclusively by the senate. but the details was drafted by the represenTives, hon abdulmumin. now the lower house raised a point that the suplementary budget by amaechi n the defence of that project in question was done mainly by the senate n not the normal joint NASS as it is always. my guy that is d point. not coming here to attack people who r by far better than u. |

ezivision:National Assembly has right under Nigerian constitution to modify budget presented to it by the president. Also, it is a mere law provision in order to honour president for him to sign the budget in law after the budget might have been passed by both chambers of the national assembly. But in a situation where any president of the federation want to prove too hard, after a time frame, the national assembly shall have right to pass the budget into law themselves and it shall bind on the presidency (executive) and even the judiciary. |

modath:sista as u can see the only committee that did hear abt this lagos calabar rail project was the committee on transport headed by ashafa. amaechi brought in new project that was not even in the original and padded budget. is it not funny we r talking of supplementary budget when the real budget was not even passed? why couldnt apc, amaechi n buhari did the right thing? I saw how u guys lampooned n abused pdp senators from south as if the control this republic. when they grouped against amaechi during the screening u guys wailed calling them wailers, that amaechi must enjoy his labour of installing buhari as president. I believe if they knew abt this issue n raised notiin som many of the zombies would hv said what did south est n south south contribute to buhari that will give them such project. we r even talking abt lagos calabar rail project disappearing from d budget, nobody is questioning buhari for still travelling to china knowing fully well 80percent purpose of his travel to china center on this lagoc calabar rail project. |

anonimi:In so doing, the committee observed that the Lagos-Kano rail rehabilitation project had been allocated the sum of N52 billion as against the sum of N60 billion, which the minister requested as counterpart funding while no allocation whatsoever was made for the Lagos-Calabar rail line,” the Senator further stated. “Hence, the sum of N54 billion that was discovered by the Senate Committee on Land Transport to be floating in the budget of the Ministry of Transportation as presented by the executive was injected into augmenting the funds needed for counterpart funding of both projects (Lagos-Kano and Lagos-Calabar Rail modernisation), as at the time the committee defended its report before the Senate Committee on Appropriation,” he said. He stated that the Lagos-Calabar rail modernisation project was therefore included in the Senate Committee on Land Transport’s recommendation to the Senate Committee on Appropriation. http://www.thisdaylive.com/index.php/2016/04/12/calabar-lagos-rail-project-that-was-never-listed-triggers-a-spat/ |

poiZon: Amaechi did not bring budget. The Minister for Budget and Planning, Senator Udoma Udo Udoma, told our reporter at the weekend that the government included the project (Lagos-Calabar) in the 'amended budget' and passed it to the Standing Committees of the Senate and the House of Representatives. http://saharareporters.com/2016/04/11/lagos-calabar-rail-project-new-controversy-between-arms-nigerian-government-over-2016 It was already suppose to be in the budget. There was N120 Billion set aside for both projects. N60 Billion for each. Amaechi pointed that out and brought a supplementary budget. Note, SUPPLEMENTARY, to prove that in the N120 Billion that the Lagos-Calabar Railway project was among. The Senate appropriation commitee still went ahead to budget N92 Billion for the Lagos-Kano Rail Project and dropped the omitted Lagos-Calabar Railway project. An amended Budget was sent to all Committees in the Senate and House of Representatives. In all of them the Lagos-Calabar Railway project was there. So, Hon. Jibrin can not say he did not know about it but went ahead to budget N92 Billion for the Lagos-Kano rail project. |

We've got a whole lot of dunce on Nairaland! Amaechi was once a governor- right?? How good would it have been if a commissioner under his reign woke up and sent a bill to the state house of assembly under his reign to get it passed ? It's a common sense stuff, no one can send a national budget to the Senate or the Rep without due diligence through the executive which is the the president of the Federation! Let's reason as human for once and leave this zombie and wailing reasoning for once! God bless the Federal Republic of Nigeria! |

| Re: Reps To Amaechi: We Don't Receive Budget Proposals From Ministers by TheGoodJoe(m): 11:59am On Apr 12, 2016 |
anonimi: You and I know there was already a lot of tampering with the Budget. There was provision for the project but Lagos-Calabar Railway project was omitted. So in the amended budget, it was corrected and Amaechi was sent by the government to defend it. Hon. Jibrin and his crew should get ready to return the project. |

TonyeBarcanista:....Yet the committee sat and allowed Amaechi to defend the it with both the committee on Transport and appropriations? Yet the president sent it back naming it as one of the exclusions? We need to ask ourselves what is of immense benefit? You stand and argue it's non inclusion in the budget yet find it acceptable that a floating N57b was distributed to fictitious projects in the North (Keke NAPEP, Vaccines, Solar Street lights etc?) |

Honestly, there's no need wasting words on these senators this project goes beyond hatred for buhari or amaechi or apc. The Lagos-calabar railway is beneficial to Nigeria so they should do the needful and include the project rather than allocating more funds to the Lagos-Kano railway(from 60b -92b) and sharing the rest to their nefarious consistency projects, all to the detriment of the SW,SS & SE region. These so call Senators representing these regions SW,SE &SS must fight for it to be included or be termed shameless and without focus if they can't see the huge impact of this rail project on their people....People of the SS,SW & SE wake up and see broad day robbery in progress. |

I am suprise at that level of thinking of some people here on NL. Imagine you sending ur wife to market to buy food stuffs, after realising that pepper is not included, is it not possible to send one of your children to your wife to give her peper money so that she can buy it. Thus created issue is as a result of backstaps in the Senate and Rep. I knew it will affect the nations development. Saraki and co should vacate their sits and allow Nigeria to move forward. Important project like this should have being confirm from presidency instaed of leaving it out. My take |
