Refining crude is not that much of a technically advanced achievement on a modular scale. It's even done throughout the creeks of SS and SW by crude oil vandals. Not to poopoo on Igbo resourcefulness.

The people that got refining license were also the people importing oil and chopping subsidy money. So big conflict of interest.

Think the license was given under OBJ or across all recent administrations. Don't really know.

It also doesn't take much to approve modular refineries.
