Herdsmen are the ones that need licensing Not only do the need licensing southern states need to figure out how to tax them i.e 20% of the herd every year |

I find it strange that government has not figured out how to use the law to control this menace. I mean State governments. 1. Insist on Licensing to be paid for annually 2. Insist on testing for disease regularly and disease free certification 3. Insist on identification and verification for any person herding animal 4.Insist on insurance just like for car drivers but this time insurance will cover relevant risks including damage to crops or need to cull herd if found to be diseased 5. Insist that any person in control of animals must carry a tracker device at ALL TIMES and herd liable to seizure if not present or any tampering with device. It is possible to place a tracker in any herd more than 10 cows 6. Taxation i.e taxation for herd cattle tax and personal income tax for herdsmen. The constitution does not prescribe any limit for tax so tax can be 50% or more 7. Persons in control of herds must be screened for security and also health mental and physical. 8. There should be a register of all herdsmen with biometric data I am sure experts can come up with a lot more than this but state governments already have the power to enact all this measures |

Mekus68:The purpose is not to amuse you though,I mean every word of it. What is important is that people debate the ideas,improve them and crucially advocate them with the necessary enthusiasm. Are they reasonable and realistic measures? |

The main problem southern politicians have is they are on the defensive. They are reacting to northern initiatives instead of putting the north on the defensive with calls for resource control ,restructuring,withdrawal from OIC and so on .So the North is the one setting the agenda for discussion.Last week it was Grazing bill and so on.They need to figure out how to seize the initiative or to use a football metaphor "ball possession" |

omonnakoda:Well, dont just write it here n leave it. Take a step further by forwarding it to the man representing ur constituency, so that he will present it @ floor of the house (be it state or national assembly) n the rest is history. |
