The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) has suspended disbursement of funds to Nigeria following discovery of large scale fraud to the tune of millions of dollars.

The organisation, which is the highest donor to Nigeria in terms of HIV and malaria, said it has disbursed more than $1.4 billion to the country since 2003.

Calling on President Muhammadu Buhari to take action, Global Fund said Nigeria has faced significant challenges around financial management, which has led to a number of investigations and recoveries of grant money in the past years.

Mark Dybul, an executive director at Global Fund, said an audit report exposed “challenges of grants not achieving impact targets, poor quality of health services, treatment disruptions and fraud, corruption and misuse of funds”.

“The audit report on Nigeria covered US$889 million of Global Fund grants, and found systemic weakness in the controls in various government entities,” he said.

“The investigation report found fraud and collusion in the amount of US$3.8 million.”

Dybul said the audit reviewed multiple grants between 2013 and 2015, and identified significant problems with internal controls relating to procurement conducted by government agencies like the National Agency for Control of AIDS (NACA) and the National Malaria Elimination Programme (NMEP).

The audit identified $20 million as expenditure for which NACA was unable to provide supporting documentation.

NACA was also accused of non-compliance with procurement policies and inadequate controls over the distribution of health commodities for HIV.

The organisation said it also observed inadequate inventory management which resulted in expired HIV commodities worth $5.4 million in the last two years.

“In addition, the audit identified a lack of documentary evidence related to human resources and payment approval processes, with $7.65 million identified as unsupported expenditures,” he said.

“Following work performed by a third party fiscal agent, US$5.1 million has now been verified, based on a review of supporting documentation that was not available during the audit; US$1.0 million requires further clarification, and US$1.5 million of expenditure that has not yet been reviewed due to timing.

“We expect to be able to provide a final, comprehensive view of these expenditures by 10 May.”

Dybul revealed that about $3.8 million of irregular spending was also uncovered at the Department of Health Planning, Research & Statistics (DPRS).

He said malaria stocks were out in all the 42 health facilities visited by the fund’s office of inspector general within eight months.

When some people begin to experience the consequences of their own action a la Dasuki, FFK, Metuh, hopefully we nor go see "lunatics" convulsing on the streets and wailing of wizard preying..

These charlatans at the drop of an hat travel abroad for a headache but don't see anything wrong in looting funds for Anti Retroviral, Dialysis machines, Incubators that are not stuff anyone prays to have needs for!!


China treatment is the most appropriate!!

How some people muster the courage to say, straightfaced, that Nigeria's problem isn't corruption is dumbfounding!

You don't even know these looters personally, one kobo hasn't changed hands between you and them before--even if it did, it could be proceeds from the road contracts he failed to execute--yet, it might have been budgeted for rehabilitating that road on which some relation of yours died in a ghastly accident owing to it's bad state.

But, as though implying that that's not bad enough just yet, you stake your reputation on the line defending the indefensible.

similar fraud culture by our MDAs forced the World Bank start dealing with community directly through a counterpart funded community dev projects like the Fadama ii , CSDP etc where the communities identify their needs and plan strategies and budgets in line with Donors' facilities and dev mandates.....hmmm Naija..

Can someone tell me something spectacular about this news?

Before you dabble into a subject you know nothing about, this is a conditional grant and there are specifics and standard procedures and practices involved in it's application. The donor wants explanations and relevant records to support judicious use of the funds according to terms they stipulated and from the available records there are discrepancies hence they are not satisfied because reconciliation is needed but not forth coming.

What is at stake?

It doesn't mean explicitly that the money was embezzled or mismanaged rather the donor agency is not convinced hence the need for government auditors to weigh in and provide satisfactory records or at worst reimburse them where the funds where diverted for another purpose.

It has happened before where Nigeria reimbursed donor agency and this is not something new. It is part of the terms and conditions attached.

And why believe their side of the story without a response from ministry of health?

The size and population of Nigeria is so large and diverse for an organization to make such allegation based on assumption.

Fraud is a relative word here. Nothing has been proved yet, not even diversion to other related illnesses or mismanagement. Fraud is for now out of question until proper investigation is conducted. Results achieved in Southwest or eastern Nigeria may not be replicated in northern Nigeria for instance hence let's allow the government to investigate.

For your information, if there is an outbreak of any life threatening sickness never foreseen, diversion is necessary for which reconciliation is needed or maybe a refund.
