What I understand is d fact that Abia govt pinpoint that poor management of amnesty programme resulted for kidnapping for ransom. More revelations to come for d failure of PDP all dis while. Whether kidnapping started in the ND or not the fact remains that aba has taken it to another level. It is the undisputed headquarters of kidnapping in Nigeria. They will kidnap anything kidnappable in aba.

The Senate minority leader said it all... The militants kidnapped oil workers and expatriates to press home their demands which of course we condemned but was done as a last resort... But the Aba guys changed it to business, they could kidnap for even recharge card.

It Existed in Port Harcourt long before Aba and it wasn't only expatriates but individuals who had nothing to do with oil exploration.
